September 2026 Update
Parking spot reductions and other access changes begin on Sept. 14 at West Oakland Station for affordable housing construction
BART’s development partners (Mandela Station Partners, LLC) are initiating construction of 240-affordable housing units at the West Oakland BART Station on September 14, 2026. This work impacts all station access amenities including buses, vehicle and bicycle parking, pick-up/drop-off, and circulation.
Vehicle Parking: Approximately 240 out of 440 parking spaces will be removed for this phase of construction, leaving 200 first-come, first-served Daily Parking spaces available, including 11 ADA spaces. Additional BART customer parking is available at most other BART stations with parking, including Fruitvale Station (5 miles from West Oakland).

Soil testing and site preparation have been underway as the construction phase is set to begin in the summer of 2026

Design Update
• Project experienced substantial costs increase post-COVID
• Value Engineered design to reduce or stabilize increases
• Removed one-story (Type I residential units)
• Revised ground level floor plan to accommodate transformers
• Revised residential level floor plan & courtyards
• New art wall to comply with City conditions, ability to add rotating art exhibits in the future with City & BART approval
• Result = Very similar aesthetic, same unit count, lowered AMI levels
Summary Construction Schedule
The quarterly schedule:
- Q3 2026 - Relocate bus and passenger loading stops, fence site area, start affordable housing construction
- Q4 2026 - Start sanitary sewer and storm line upgrades, complete Q1 2027
- Q1 2027 - Start 5th & Chester Street streetscape improvements, complete Q3 2028
- Q1 2027 – Start 7th Street streetscape improvements, complete Q2 2028
- Q1 2028 - Start BART bike station construction, complete Q4 2028
- Q2 2028 - Start BART paseo improvements, complete Q4 2028
- Q1 2029 - Complete affordable housing project
